how to program key fob for 98 volvo s90?

trying to help a friend that had a key fob die on him. can anyone help with reprogramming a new one? thanks.

my mom has a ford windstar and her key has a chip in it. Without the chip in the key the van will not start. We were told by ford that almost all manufactures that have computerized keys have to have the original key to make new ones or the system in the van would have to be changed. You will have to probably go to the dealership to get it fixed.
